In public administration we often manage simultaneously a large number of actions and projects , without having a clear and comprehensive picture of our goal and our priorities. We often innovate, consciously or unconsciously in a non-systematic way.
This step is about exploring the opportunities and challenges ahead, exploring our innovation portfolio and mapping the environment in which we operate, as well as our strengths.
The goal of this step is to clearly understand and identify the problems or opportunities we want to manage.
